As Noncommissioned Officers we are responsible for the leadership and development of our Soldiers, this includes getting them
promoted and showing them how to move up the ranks. All Soldiers must be counseled when they reach the adequate time in
service and time and grade requirements, the Promotion Counseling Statement should include achievements along with the
current amount of points that the Soldier has earned and a plan of action that outlines what the Soldier must do to get
promoted. If you have a Soldier that is substandard and does not deserve to move to the next rank then you must counsel the
Soldier and let him or her know the reason for not recommending the Soldier for promotion. Get Counseling Statement
